A War of Whispers - The Power of Manipulation is a competitive board game for 2 to 4 secret societies. Five powerful empires fight for the world, but you are not one of their mighty leaders. Instead, you are part of a secret society that bets on this war, pulling strings to manipulate the outcomes. A War of Whispers - The Power of Manipulation is a game of deep strategy, hidden agendas, and shifting loyalties.

Your main goal is to ensure that at the end of the game, the empires to which you are most loyal control the most cities in the world.
