On a world of ocean, even enemies must play fair. You and your rival compete for control of the four fleets, the last remnant of old Earth. Make clever deals, build a stable footing, and clean up the ocean. Then you will truly lead Seastead! With humanity's survival at stake, sabotaging your rival would risk too much! In Seastead, many of your actions also help your opponent; you just have to make sure you don't help them too much. Each turn, you either dive to gain resources or build a building from your player mat with your resources. Whenever you dive, you draw a card with two different resources to choose from, with the resources you don't choose going to your opponent! When you build a building, you add it to one of the four central Flotilla tiles to unlock bonuses and abilities. Try to use them before your opponent can! Seastead includes double-sided Flotilla tiles, a variety of special cards, and multiple building paths to explore endless strategies!
